Essential Duties and Responsibilities

• Manage the daily activities of the supply chain staff and oversight of cradle to grave procurement/subcontract administration.
• Training and development of all levels of supply chain staff.
• Direct supplier strategic sourcing activities, author and develop supplier RFP documents ensuring compliance with all applicable FAR/DFARS competition regulation and company policies.
• Mitigate DOD subcontracts and services schedule risks by implementing strategic negotiations practices, comprehensive internal communications with operational stakeholder, and continuous oversight of supplier milestones for production, delivery and total spending.
• Assist estimating and pricing departments in developing vendor target pricing through research of current market data, and cost analysis of comparable prior purchases.
• Develop negotiation strategies for addressing price, delivery, terms & conditions, and lead formal negotiations for commercial and DOD subcontracts/purchase orders of medium/high complexity.
• Ensure all applicable customer contract flow-down requirements are understood and implemented by each subcontractor.
• Manage subcontractor activities to ensure full compliance with FAR/DFARS procurement regulations, company compliance requirement, and individual program objectives.
• Work closely with the Program and other functional groups such as Operations, Quality, Engineering, and Finance to develop plans to promote program cost reduction initiatives and achieve supplier performance improvements in technical, quality, and on-time delivery results.
• Manage subcontractor relationship and execution activities, addressing and resolving issues related to quality, production scheduling, raw material planning and execution, and on-time delivery.
• Coordinate ITAR reviews/actions of document distribution to subcontractors.
• Research, advise and assist procurement executives in the strategy development, implementation, and management of the company’s supply chain commodity risks.
• Create commercial and USG focused subcontracts, nondisclosure agreements (NDA), teaming agreements, and other contractual vehicles.

Additional Duties and Responsibilities:
• Serves as the company’s primary point of contact with vendors on assigned purchase orders.
• Actively supports internal customers with current purchase commitment status, vendor delivery information, and other data as necessary.
• Accomplishes all tasks as appropriately assigned or requested.

Qualifications:
• BS/BA degree or AS/AA (education can be substituted for commensurate experience) in supply chain management, logistics, finance, or business administration.
• Leadership experience and proven ability to manage and train diverse teams.
• Prior experience working in a contracting or procurement environment; in- depth understanding of military and commercial specifications, standards and sizes related to materials and equipment preferred.
• Proficiency in MS 365; Experience with an enterprise system (e.g., Costpoint)

Minimum Requirements:
• Comprehensive knowledge of FAR/DFARS and Government Purchasing System Requirements
• Knowledge of government contracts, cradle to grave contract management and the RFP/RFQ processes.
• Excellent negotiation skills and solutions oriented.
• Ability to handle multiple projects simultaneously and use judgment in prioritizing work assignments
• Excellent team-oriented and team-building skills; strong customer service attitude
• Excellent oral and written communication skills; must be able to perform business math related tasks.
• Experience working in a diverse supply chain management / procurement environment encompassing military, government, and commercial customers.
• Intuitive to the needs of various internal departments to include manufacturing, operations, repair, and technical service operations.
• Understanding of supply chain financial responsibilities to include vendor invoice procedures

Work Environment:
• This position is performed in a traditional office environment, with moderate local travel between facilities.
• Some out-of-area travel may be required.
