Essential Roles and Responsibilities:

  • Leads the proposal development effort
  • Analyzes Contract requirements and conditions
  • Integrates proposal packages prepared by the individual Operating Departments and Proposal Partners (if any) and reconcile possible discrepancies
  • Creates the outline, builds templates, proofreads, prepares, review drafts and final editions, schedules meetings and tracks the completion of assignments
  • Collaborates with cross-functional teams to gathering the necessary information required for bid submission
  • Reviews proposal instructions, develops the style guide, and creates computer graphics
  • Collates concept papers into a single body of work and ensures completed proposals are professional
  • Edits written inputs from other proposal authors
  • Assumes responsibility for final proposal editing, production, and submittal
  • Attends meetings to support development of engagement, capture, and win strategies
  • Assumes responsibility for the Corporate Styles Guide

Additional Duties and Responsibilities:

  • Assesses competitors by analyzing and summarizing competitor information and trends
  • Develops sales opportunities by researching and identifying potential accounts, soliciting new accounts, building rapport, and providing timely and relevant information
  • Acknowledges Customer Purchase Orders and keeps accurate filing of customer correspondence and direct communications
  • Participates in special projects and proposals
  • Coordinates on site meetings with customers and potential clients
  • Continually updates job knowledge by studying new products and attending educational seminars
  • Presentation to Senior Staff of bid submission data
  • All other Contract tasks as assigned

Qualifications:

  • BA/BS in a related academic field of study, or AA/AS plus 2 years directly related experience, or 4 years directly related experience
  • Knowledge of U. S. Government acquisition regulations preferred
  • Individuals with job experience, coursework, or specialized training in marketing, communications, writing, editing, and/or proofreading are highly preferred

Minimum Requirements:

  • Outstanding organizational skills to manage simultaneously occurring tasks
  • Excellent interpersonal, communication and team-building skills
  • Keen eye for detail and skills in copy-editing, grammar, style, spelling, and punctuation
  • Able to effectively work under pressure in a team-oriented environment
  • Demonstrate the ability to meet deadlines and produce quality work products for complex, high-visibility proposals
  • Excellent contract analyst and negotiation skills
  • Extensive experience with all contract types (CPFF, T&M, FFP, CPIF…etc.)
  • Proficiency in MS Office and other common desktop applications that contribute to the production of high caliber proposals
  • Excellent problem solving and analytical skills
  • Knowledge of FAR/DFARS and Government Cost Accounting principles
  • Regularly demonstrates creativity; able to interpret customer Solicitation documents (RFI, PPQ, RFP etc.)
  • Experience working in a diverse contract administration environment encompassing military, government and commercial customers, and supporting internal manufacturing, repair, and technical service operations

This position is performed in a traditional office environment, with local travel between facilities.  Primary work location is 500 Crawford Street, Portsmouth, VA.
